Transnational comparative study findings indicate that natural resources such as oil and minerals have often brought negative consequences to human societies and economies –the so called “resource curse”. This study focuses on the effects of natural resources endowment on the governance and development of Chinese locals. From a combination of in-depth research on many Chinese mining areas and a multiyear cross-provincial data analysis, this study argues that resource-based regions’ government-business-community relations have been greatly affected by the abundance of mineral resources. On the one hand, resource-based economies promote capital accumulation and investment. However, they also suppress the income and long-term development of local residents who are labourers. These discoveries highlight the importance of the state as the intermediate variable in the relationship between mineral resources and human societal development.
