The agricultural revolution of the Household Production is of practical significance to the Chinese economic reform and development since the 1980s. In past academic research, such a policy was considered as a smart choice of the political elites or reconstructed as “the great invention of the farmers”. However, the procedure of policy-making, the conflicts between the ideas and interests and the relation between the policy makers and institution have always been neglected.


This research tries to reconsider the policy-making process of the Household Responsibility System by reviewing the related research literature and the latest development.


The major tasks of this research include the following questions: In that specific historical and political atmosphere, what were the feasible options in terms of this issue? Who were the supporters? Why the radical policy of Household Production finally stood out in such a fierce competition? Was there any kind of relationship between the professional background of the political makers and this institutional background? Why did the radical policy successfully construct the multilateral consensus and eventually institutionalize it?


In this case study, the research serves the intention of 1) Rediscovering the politics in the historical context; 2) Adopting the perspective of paradigm shift on policy transformation rather than linear thinking of progressiveness; 3) Understanding the agricultural policy and henceforth its subtle relation with the agricultural development problems.
